A Pragmatic Alternative
At the National Level:
A 10 member Cabinet with nine voting members (minus the Secretary to the Prime Minister)
Prime Minister
Secretary to the Prime Minister
Minister of State: condensing Department of State and Department of the Interior)
Minister of Defense and Security: condensing Department of Defense, Department of Homeland Security, Director of National Intelligence, NSA, CIA, FBI, and Department of Veteran Affairs; minister would be the only Field Marshal (5 star general) and his/her deputy ministers (4 star generals) would be the heads of the military branches, therefore eliminating need for the Joint Chiefs of Staff
Minister of the Economy: condenses Office of Management and Budget, Department of the Treasury, Department of Commerce, Department of Agriculture, Federal Reserve, and Office of the U.S. Trade Representative; appears more like U.K. Chancellor of the Exchequer
Minister of Justice: no longer concerned with the FBI or law enforcement; ministry operates as a Supreme Court with the minister as Chief Justice and is responsible for national network of courts
Minister of Infrastructure and Housing: condenses Department of Transportation, Department of Housing and Urban Development, and most of the Department of Energy
Minister of Education: remains stand-alone to add emphasis to education
Minister of Health and Human Services: existing Department plus Office of National Drug Control Policy; strong link with Ministry of Science
Minister of Science: attaches old Department of Energy's laboratories to itself, adds the Environmental Protection Agency
At the Provincial Level:
Secretary of the Province (reports directly to the Prime Minister)
Regional Military Command: a general with the regional garrisons and strategic forces who reports to the Minister of Defense and Security
Regional Court of Appeals: reports to Ministry of Justice
and essentially regional branches for every national level department except where unnecessary
At the Local Level:
Supervisor of the Municipality/City/Suburban Zone/Rural Zone (no more mayors or counties)
local branches of regional branches of every national level department except military command (separate garrison commands under regional military command within national Ministry of Defense and Security) and where unnecessary
